Arab League agrees to endorse new peace plan including land swap
Syed C, Middle East Monitor (MEMO) 4/30/2013
In a sign that Israel will keep its large illegal settlements in the occupied West Bank, Arab foreign ministers have said that they are ready to endorse a new peace plan which includes land swaps and a Palestinian state built otherwise on the 1967 borders. The announcement was made following a meeting between an Arab League delegation headed by Secretary General Nabil Elarabi and US Vice-President Joe Biden and Secretary of State John Kerry in Washington.
Speaking on behalf of the Arab League delegation, Qatar’s Prime Minister Sheikh Hamad al-Thani said, “We understand that peace is a strategic choice for the Arab states. We all think that we should work together to find a sound economic package to help the Palestinian state.”
Sheikh Hamad renewed the obligation of the Arab states to the Arab Peace Initiative with the addition of their readiness to accept land swaps. The Israeli newspaper Yedioth Ahronoth said that Kerry has been working recently to bring the Palestinians and Israelis back into the negotiating table.
Secretary of State Kerry said, “We have had a very positive, very constructive discussion… with positive results.” He praised the Arab League for the “important role it is playing, and is determined to play, in bringing about a peace in the Middle East, specifically by reaffirming the Arab Peace Initiative with a view to ending the conflict.” Kerry reaffirmed, on behalf of Barack Obama, “The US commitment to pursue an end to the conflict based on the vision that President Obama outlined in May of 2011: Two states living side by side in peace and security brought about through direct negotiations between the parties.
According to Yedioth Ahronoth, “While little has changed in Israel’s public posture, the remarks by Al-Thani suggest that Kerry has had some success, at least, in coordinating a more unified regional strategy between the US and its Arab partners.”…. more.. e-mail

How Israel Manipulates US Policy in the Middle East
Patrick Seale, Agence Global 4/30/2013
On April 23, a senior Israeli officer, Brig Gen Utai Brun, head of research at army intelligence, made a serious accusation against Syria. In a lecture at Israel’s Institute for National Security Studies, he declared: “To the best of our professional understanding, the Syrian regime has used lethal chemical weapons against gunmen in a series of incidents in recent months…” General Brun gave no evidence for his accusation and produced no physical proof, but he added that the Israel Defence Forces believed Syria had used the nerve agent sarin on several occasions, including a specific attack on March 19.
As it happened, General Brun made his accusation against Syria during a three-day visit to Israel by America’s new Defence Secretary, Chuck Hagel — a man whose appointment Israel’s supporters in the United States had sought to prevent. Some Jewish organisations had come close to calling him anti-Semitic. Only by eating humble pie did Hagel manage to have his appointment confirmed. He now clearly hopes to put an end to his quarrel with America’s pro-Israeli lobby.
On this his first visit to Israel as Defence Secretary, he announced that Israel was to receive a rich haul of advanced U.S. weapons — air refuelling tankers, cutting-edge radar and the V-22 Osprey ‘tiltrotor’ aircraft, an advanced plane so far denied to all other US allies. But Hagel’s generous gesture was to no avail. Although Israel was evidently delighted with the weapons, this did not inhibit it from accusing Syria of using chemical weapons — clearly in the hope of provoking a U.S. attack on that country.
Unpleasantly surprised by General Brun’s claim that Syria had used chemical weapons, Hagel declared the very next day — on April 23 — that he had discussed Syria’s chemical weapons with Prime Minister Benyamin Netanyahu and Defence Minister Moshe Yaalon, but that neither of them had said that Syria had actually used such weapons…. more.. e-mail

PHOTOS: The face of Israel’s discriminatory home demolition policy
Activestills, +972 Magazine 4/30/2013
Demolitions of Palestinian homes in East Jerusalem are part and parcel of Israel’s publicly stated plans to reduce and control the demography of Palestinians and non-Jews in Jerusalem. With little chance of receiving building permits, Palestinian families often decide to build anyway, hoping that maybe their home will be spared.
On Wednesday April 24, Israeli authorities demolished three Palestinian houses in the At Tur neighborhood on the Mount of Olives in East Jerusalem. The pretext, as usual, was that the owner had built illegally, though he had spent months applying for permits from the Jerusalem Municipality and provided all requested documentation. One of the structures demolished was an addition built to house the youngest generations of the 45-member Jaradat extended family, illustrating one of the basic quandaries facing East Jerusalem Palestinians: As families grow and children get married to start families of their own, where can they live if the government will not grant them permission to build?
Israelis sometimes display a disturbingly blasé attitude toward the demolition of Palestinian homes. One sometimes encounters the attitude, even among self-proclaimed leftists, that “there are laws,” and since an Israeli Jew cannot build a house without permission, why should a Palestinian be able to? They might even offer examples of how their own family wanted to build and were denied permission. So if Israelis obey the law, isn’t it the Palestinians’ fault when they are punished for breaking it?
This attitude may seem reasonable to foreigners as well. Most countries have zoning and building regulations that are generally respected as a necessity for maintaining orderly communities. But what these attitudes fail to grasp is the systematic discrimination faced by Palestinians under Israeli occupation, a context well-documented by various human rights organizations…. more.. e-mail

The Islamic Bloc and university elections
Lama Khater, Middle East Monitor (MEMO) 4/25/2013
“…the Islamic Bloc should not neglect the need for it to remain present in the arena; working, competing and serving students…”
Now that student body elections season in the West Bank has come to end, there is no doubt that the Islamic Bloc needs to carefully assess its experience in light of its extended boycott, and alongside its past circumstances; to adjust its strategy and to examine the personal and objective factors that led to the final electoral results.
There are those who believed that once the Islamic Bloc was allowed to return to the student body following years of absence and exclusion, it would be able to win the elections or at least to start back where it stopped off. Prior to its exclusion, the Islamic Bloc went through a positive phase in which it was a leading force within universities; both in terms of achievement and the impact it was able to have on the youth visa vie the high levels of popularity enjoyed by the resistance.
With the absence of the Bloc, however, the philosophy of resistance, including its various moral manifestations, has all but disappeared from the reality of universities, as well as the West Bank in general. These two realities must be taken into consideration when examining the final results. In light of its absence or exclusion, no one should expect the great legacy of the Islamic Bloc to be present in the minds of students. Nor should they expect that the occupation’s targeting of its members would generate significant moral support for it at a time when the value of sacrifice within society has decreased, and public awareness lacks the influence of the resistance. more.. e-mail

Remarks at the UN International Meeting on Palestine in Addis Ababa, Ethiopia
Dissident Voice: 30 Apr 2013 – My name is Cynthia McKinney and I served as a Member of the U.S. Congress for 12 years. During my time in Congress, I strove to make respect for human rights a central feature in the formulation of U.S. foreign policy. Amid minor successes, I have to say that my efforts while, broadly appreciated by many, failed miserably. That failure stems in part from the peculiarities of U.S. politics that allow policy formulation to deviate from and in many cases become diametrically opposed to the values of the people of the U.S. Sadly, what we in the U.S. call “special interests” are able to buy public policy by way of campaign contributions and misleading media campaigns. These “special interests” are aided and abetted in the U.S. by a concentrated media that has no obligation according to U.S. court decisions to tell the public the truth. In other words, U.S. media…more
