Despite outcry, EU guidelines on settlements will have little effect

Not only do the EU guidelines do very little to affect the occupation economy, they may also bestow legitimization on commercial activities that, despite supposedly taking place within the Green Line, yield huge occupation-born profits.
Contrary to confused press reports, the new European Union guidelines do not entail a boycott of the settlements but in fact reflect a misguided notion of two independent economic systems divided by the 1967 borders. Nevertheless – a precedent was set.
According to the new guidelines issued by the EU last month, the various EU bodies can no longer fund or dispense awards and grants to commercial companies, public bodies and organizations working within settlements. But what do these guidelines entail in practice?
The new guidelines sent shockwaves across the Israeli and global press alike. It was suggested by many reports that EU bodies shall cease to fund public and commercial organizations and bodies directly involved in settlements across the Palestinian and Syrian occupied territories – beyond the 1967 lines. In fact, these are not binding directives, but rather mere guidelines, constituting a recommendation. Their binding powers only apply to bodies operating directly on behalf of the EU, not each individually EU member state. Nevertheless, according to the recommendations, academic and governmental institutes, as well as many Israeli and international companies, may cease to enjoy grants from the EU as long as they maintain their activities in the occupied territories.
One body set to be directly and clearly hit by these recommendations is the cosmetics company Ahava. The company, with its factory located in part of the Dead Sea located in the occupied territories, manufacturing products made of mud mined from it, participates in several research projects funded by the EU each year. In this case, as in many others, despite the company’s official address being registered in Ben Gurion Airport City, its sole production site is located at the settlement of Mitzpe Shalem…. more.. e-mail

After a long career as a journalist covering the apartheid in South Africa, Allister Sparks travelled Israel and Palestine, shocked by what he witnessed he was compelled to comment, “When I look at Israel, when I traveled through the West Bank, I was looking at Bantustans-totally unviable, impossible states”.
Bantustans were Apartheid South Africa’s answer to the “problem” of the black majority. Under the Bantu Authorities Act, the man behind the vision, Dr. Hendrick Verwoerd, set about cutting little islands in the map of South Africa that were to become “states” exclusively created for the black population.
Under the façade that there would be no peace until the white man had his country and the black man had his, each island was declared an independent state. They had their own governments and infrastructure, but in reality they were merely impoverished puppet states controlled by South Africa and acted as a smokescreen for the continued policies of Apartheid.
In his speech to congress Verwoerd referenced the conflict between the Arabs and Jews as one in which the solution chased was Apartheid. Years later, Israeli and Palestinian negotiators have met in Jerusalem to carve the map of peace for Israel and Palestine to the shape of a one state for them, one state for us solution, in the hope of ending the decades long conflict.
But the question remains what will these two states look like in a two state solution, or rather what will Palestinian statehood look under this vision?

The increases in movement of people and goods in and out of Gaza should serve as a reminder that Israel recognizes the need for civilian access, that the army can facilitate access when it is instructed to do so, and that more even more can be done.
The Coordinator of Government Activities in the Territories, which, among other things, oversees what and who comes in and out of Gaza, recently published its monthly report for July. The n
umbers published in the report reveal that, given the closing of tunnels on the Gaza-Egypt border and a subsequent drop in the underground transfer of goods, COGAT oversaw a 34 percent increase in goods entering Gaza via the Israeli-controlled Kerem Shalom crossing from June to July. More fuel, cooking gas and basic food items entered the Strip than during the previous months of 2013.
While access at the Rafah Crossing was restricted for pedestrians on the Gaza-Egypt border, according to Gisha’s data, COGAT also facilitated a 15 percent increase in the passage of Palestinians at the Erez Crossing, which connects the Strip to Israel and the West Bank, from the month of June to July. More medical patients and their companions, as well as businesspeople, traveled through the crossing, as did more people in a category the army calls “other,” which includes first-degree family members who are permitted to visit one another in four circumstances: the death, severe illness, imprisonment or wedding of a loved one.
As previously published, it is very encouraging to see COGAT boast about increased access. Gisha is also happy to be able to say that it is possible, consistent with Israel’s policy goals, and the right thing to do.
Just recently, Gisha published a new position paper that might seem a little crazy on the face of it. It essentially says that Israel – or COGAT, which implements Israeli policy vis-à-vis Gaza – should strive for the maximum possible access given the security situation. A new initiative to market Israel to American Jews is expected to cost up to $300 million annually, three times the Birthright budget. But a cheaper project for both Americans and Israelis that could bolster Israel’s image much more effectively is not on the table: Ending the occupation.
The Jewish Agency is reportedly developing its priciest campaign ever to connect Jews and Israel and it’s going to cost a lot of money. The budget is expected to reach $300 million per year in the next five years, The Forward reported. The massive operation is expected to launch in 2014 and concentrate on four main elements: “Israel Education,” “Israel Experiences,” “Israel Engagement on College Campus” and “Aliyah (immigration) of Young Adults” (all these have already being pursued heavily by “pro-Israel” groups for decades).
According to a report on the eJewishphilanthropy website, the Jewish Agency expects one third of the funding to come from the Israeli government (meaning Israeli taxpayer money) and will apparently dwarf Birthright, whose annual budget is a mere $100 million. and which similarly, also draws a third of its budget from Israeli taxpayers.
The project is being coined “The Prime Minister’s Initiative” even though Netanyahu’s office hasn’t actually endorsed it. But as the Jewish Agency’s U.S.-based fundraising chief, Misha Galperin, told the Forward: “This is the interest and the direction the prime minister wants to move in.” Well, that’s a relief. We wouldn’t want millions of dollars spent in the American Jewish community on programs that Netanyahu wasn’t behind, right?
