We in the West Bank village of Bilin are just one part of a coordinated plan for September, when Palestinians will seek statehood from the United Nations. I have been named coordinator of activities for the Palestinian Campaign for the 140th State. This means I will be coordinating between all the governorates and the various committees that have been established to rally around this cause. There is also a committee that is trying to raise the funds that are needed for the media effort, and a committee that coordinates between the governorates and is in contact with the Palestine Liberation Organization’s Central Committee.
We have one program: to carry out marches and activities in September, and to hold one major demonstration on September 21, the opening of the United Nations session in New York.
These steps are intended to show that the public stands with the PLO in its United Nations bid, and that we as a people support complete recognition of Palestine at the UN. It is true that after September 21 and the UN session, we are not going to see the state of Palestine magically appear. But this is a first step to freedom, and very important at this stage. This is what will allow us to reach independence and freedom in the future and rid ourselves of all aspects of Israel’s occupation.
We hope that there is no veto of the resolution when it is put before the Security Council, and instead, countries are willing to stand up and say that we also have rights to statehood. We are asking the international community to rid us of this occupation, perhaps through the wielding of sanctions, preventing investment or boycotting the occupation.
If there is a veto, however, we will not abandon everything. We will seek to become an observer country. This will give us access to numerous organizations, such as the International Criminal Court at The Hague, UNESCO and others. This way we can fight the occupation and its settlements in court. Dina Matar’s book, What it Means to be Palestinian: Stories of Palestinian Peoplehood, could not be more timely, revealing in the diversity of its themes and its political content, and rewarding in the light it sheds on Palestinian history and lives. Matar’s book does not claim to close any gaps or give a definitive answer to the question of who is a Palestinian. Instead, the book is both modest and competent, grounded in the narratives of its subjects, who are given agency to tell their own stories. Through these accounts, we as readers explore divergent experiences, particular turning points with collective and individual consequences, and much else framed within the history of Palestinian eviction at the hands of Zionist forces in 1948. But Palestinians have not entirely been hostage to that momentous experience; they are also active in the making of their broader history and the formation of their future. At the outset of the book, Matar explains the overarching trajectory of the book, answering those who might take issue with its title:
As the stories included in this narrative suggest, “what it means to be Palestinian” is about lived experiences and conditions “of being” which change and shift as a result of evolving circumstances and conditions. In different and complex ways, these circumstances are linked to the Nakba, the catastrophe of 1948, when the state of Israel was created and the Palestinians were denied their land and, most importantly, their commonality with other human beings. Palestine and Statehood: An historical overview

Until 1923, Palestine was part of the Ottoman Empire. In December 1917, British troops entered Jerusalem and ended 400 years of Ottoman rule. In 1922, the League of Nations issued the Mandate of Palestine which authorized the United Kingdom to become the Mandatory Power in Palestine.
The Mandate Document, however, included several paradoxical stipulations contrary to the Mandate System as set forth in Article 22 of the League’s Charter.
Major stipulations
The Mandate Document included several paragraphs, which were considered by many historians and international lawyers as flagrant breaches of the word and spirit of the Mandate system. The system was intended to protect the territories occupied by the British and French from the axis enemy (Germany, the Austro-Hungarian Empire and the Ottoman Empire), and to develop these territories to independence and freedom for their populations.
The MD, contrary to that system, stipulated that the UK must develop the territory of Palestine in cooperation with the Jewish Agency in order to achieve a national home for the Jewish people, ignoring the real interests of the vast majority of Palestinian Arabs or Palestine.
In 1922 Palestine was still considered as a part of the sovereignty of the Ottoman Empire, which became Turkey after that date. It wasn’t until Turkey signed the Lausanne Treaty in 1932 that Turkey relinquished her claim to sovereignty on Palestine.
