      The drafter of the Balfour Declaration was a secret Zionist in what historian William Rubinstein states was “probably the most remarkable example of concealment of identity in twentieth-century British political history” “…it is no exaggeration to describe him as a `secret Jew’ who worked tirelessly on behalf of Jewish causes. Because of his increasingly significant political position, he was immensely influential in bringing about the success of the Zionist enterprise which eventually led to the establishment of the State of Israel.” –

     Amery’s first and most significant contribution to the Zionist movement came in October 1917 when, as political secretary to the War Cabinet (a post he had been appointed to by Lord Milner the previous year), he redrafted the Balfour Declaration. Milner had given Amery several unsatisfactory early versions of the Declaration out of which he `quickly produced’ the celebrated letter sent by Foreign Minister Arthur Balfour to Lord Rothschild. This momentous document was, in effect, the founding charter of the state of Israel, which was established thirty-one years later. The full Cabinet, of which Amery was not at that stage a member, made only two minor amendments to his draft.
     Amery’s next contribution to the origins of Israel came with his key role in establishing the Jewish Legion, battalions of Jewish soldiers who served under British supervision in Palestine during the First World War.       I remain an advocate of the right of Hamas to govern and I absolutely reject the double standards employed by the international community towards the movement. The financial and political sanctions on Gaza are simply unjust and scandalous. Hamas won a free and fair election in 2006. The world was well aware that Hamas would run in the elections.
     But my recognition of Hamas’ legitimacy does not mean that I agree with the way in which Hamas has been ruling Gaza. Hamas’ legitimacy to exist, as a movement, must be complemented by its legitimacy to rule, by acting as justly as possible under the circumstances.
     Hamas is integral to the Palestinian political system. Its presence is both normal and justified, at least by the approval it enjoys from Palestinian society. Therefore, its presence remains in the interests of the Palestinian people, as well as a healthy sign of a diverse political system. From this standpoint, it is imperative to state the truth to everyone, including Hamas.
     Hamas, the movement and the government, must not be portrayed as an affair that interests only those who belong to Hamas. As citizens subject to its rule in Gaza, Hamas is now of interest to us all. We have the full right to hold Hamas to account and to criticize its discourse as well as its actions.
     The resilience that the movement and the people of Gaza have shown under the most severe conditions, and the foiling of past efforts to undermine the party, deserves appreciation. However, Hamas must bear in mind that everyone in Gaza has paid the price, not only the movement. more.. e-mail

Martial law on the West Bank: Discrimination in action

      In May 2012, a Caabu delegation to Ofer military court in the West Bank saw a Palestinian child tried for throwing a Molotov cocktail. The 16-year-old boy looked close to tears throughout his ‘trial’: his legs were shackled together, he had a lesion on his cheek and for most of the time he was in the courtroom his eyes were fixed on his mother, not the judge. When asked how he pleaded, he seemed confused and looked imploringly across the room to his mother, whom he had not seen since his arrest. His lawyer instructed him to plead guilty and he was swiftly sentenced to 20 months in prison.
     Three months later, on 16 August, six Palestinian civilians – including two children – were wounded in a firebomb attack on a taxi by Israeli settlers in the West Bank. Three Israeli children, aged between 12 and 13, from the nearby settlement of Bat Ayin were arrested, questioned, and then released three or four days later.
     It is useful here to compare the equivalent processes that a 12-year-old Palestinian child would go through if arrested on suspicion of a firebomb attack. While both children would be held criminally responsible for such an attack, only the Palestinian child could receive a custodial sentence. A 12-year-old Israeli child can be held without access for a lawyer for 48 hours, while his Palestinian counterpart can be held for 90 days. Bail is granted for 80% of Israeli children, but only 13% of Palestinian children. As mentioned, an Israeli 12-year-old cannot receive a custodial sentence (older Israeli children, aged from 14 to 17, receive custodial sentences in 6.5% of cases), yet 90% of Palestinian 12-year-olds will receive a custodial sentence.
     Clearly I cannot know for certain whether any of the young people mentioned above were guilty of what they were accused of.
