In an unprecedented criticism of the Israeli siege of Gaza, a senior official in the Médecins Sans Frontières (MSF) humanitarian charity has described his organisation’s work among the 1.8 million besieged Palestinian refugees as akin to being “in an open-air prison to patch up prisoners in between their torture sessions”.Jonathan Whittall, head of humanitarian analysis at MSF, who worked in Libya during the 2011 war, in Bahrain during the uprising of the same year, in Syria, Afghanistan, Pakistan, South Sudan and Darfur, has bluntly asked his colleagues: “At what point does MSF’s repeated medical action in an unacceptable situation [like Gaza] become complicity with aggression and oppression?”
Unlike other medical charities, MSF has always encouraged its staff to speak frankly about the dangers and moral problems they face, and the long and passionate report from Mr Whittall – unlike those of other humanitarian groups, which prefer to silence their staff – is in keeping with MSF’s rules. But its accusations against Israel are sure to arouse fierce Israeli condemnation during a disproportionate war – supposedly fought to prevent Hamas rocket attacks on Israel – in which the Israeli military has killed well over 200 civilians, many of them women and children.
“An entire population is trapped in what is essentially an open-air prison,” Mr Whittall writes. “They can’t leave and only the most limited supplies – essential for basic survival – are allowed to enter. The population of the prison have elected representatives and organised social services.
“Some of the prisoners have organised into armed groups and resist their indefinite detention by firing rockets over the prison wall. However, the prison guards are the ones who have the capacity to launch large-scale and highly destructive attacks on the open-air prison.” more.. e-mail

Gaza: this shameful injustice will only end if the cost of it rises

For the third time in five years, the world’s fourth largest military power has launched a full-scale armed onslaught on one of its most deprived and overcrowded territories. Since Israel’s bombardment of the Gaza Strip began, just over a week ago, more than 200 Palestinians have been killed. Nearly 80% of the dead are civilians, over 20% of them children.
Around 1,400 have been wounded and 1,255 Palestinian homes destroyed. So far, Palestinian fire has killed one Israeli on the other side of the barrier that makes blockaded Gaza the world’s largest open-air prison.
But instead of demanding a halt to Israel’s campaign of collective punishment against what is still illegally occupied territory, the western powers have blamed the victims for fighting back. If it weren’t for Hamas’s rockets fired out of Gaza’s giant holding pen, they insist, all of this bloodletting would end.
“No country on earth would tolerate missiles raining down on its citizens from outside its borders,” Barack Obama declared, echoed by a mostly pliant media. Perhaps it’s scarcely surprising that states which have themselves invaded and occupied a string of Arab and Muslim countries in the past decade should take the side of another occupier they fund and arm to the hilt.
But the idea that Israel is responding to a hail of rockets out of a clear blue sky takes “narrative framing” beyond the realm of fantasy. In fact, after the deal that ended Israel’s last assault on Gaza in 2012, rocketing from Gaza fell to its lowest level for 12 years.
The latest violence is supposed to have been triggered by the kidnapping and killing of three Israeli teenagers in the occupied West Bank in June, for which Hamas denied responsibility. But its origin clearly lies in the collapse of US-sponsored negotiations for a final settlement of the Israeli-Palestinian conflict in the spring. more.. e-mail

Playing With Ceasefires

So now we know. The Egyptian ceasefire initiative was neither an initiative in the sense that anyone had consulted one of the combatants. Nor was it Egyptian. According to Arabi21, the initiative was concocted by the Israelis and Tony Blair. Further, it was published, against US wishes, to stymie a rival proposal being hammered out by Qatar.
The initiative in fact marked not the revival of Egypt’s historic role as a mediator in Palestine but the death of it. Whatever is happening in a hotel in Cairo right now, with both Israeli and Hamas delegations in it, the real talking is not taking place there, but in Qatar and Turkey.
This is in itself a new departure, as is Hamas’ decision to refuse to regard Egypt as a negotiator. Since the Oslo accords, Egypt had a monopoly. The Palestine file held by the General Intelligence Directorate was its most precious asset, the crown jewels of Egypt’s regional security policy. They were maintained come rain or shine, in dictatorship or democracy. Mubarak kept faith with it, as did Mohamed Morsi.
This was the channel through which Israel and Hamas talked, through which ceasefires were negotiated, and prisoners swapped. It was a mechanism which elevated Egypt to position of Middle East power broker and it was the means by which Egypt obtained influence and funds from both sides. Irrespective of what Mubarak was doing to the Muslim Brotherhood at home, the GID kept channels open to the Ikwan’s brothers in Hamas. As a military dictator Mubarak did his best to contain the Brotherhood in Egypt, but as a pragmatist he dealt with and talked to Hamas in Gaza.
All that today has been discarded and it is largely, although not entirely, Abdel Fatah al-Sisi’s doing. Gazans blame Israel and its western sponsors, the EU and US, for the siege, but in truth the siege is more brutally applied on the Egyptian side of the border. Last year was the worst Gaza experienced as a result of Egypt’s security cooperation with Israel and its zeal in blowing up the tunnels and clearing a cordon sanitaire along

Zarif and Kerry signal nuclear momentum

WASHINGTON – As the negotiations on the Iranian nuclear programme approach the July 20 deadline, both US Secretary of State John Kerry and Iranian Foreign Minister Mohammad Javad Zarif have signaled through their carefully worded statements that they are now moving toward agreement on the two most crucial issues in the talks: the level of Iranian enrichment capability to be allowed and the duration of the agreement. 
Their statements after two days of meetings suggest that both Kerry and Zarif now see a basis for an agreement that would freeze Iran’s enrichment capacity at somewhere around its present level of 10,000 operational centrifuges for a period of years. 
Once the difference between the proposed duration of the two sides has been reduced to a very few years, both sides may well conclude that the difference is not important enough to sacrifice the advantages of reaching agreement. 
They also indicated that the two sides have not yet agreed on how many years the agreement would last, but that the bargaining on that question has already begun. 
The tone and content of Kerry’s statements in particular contrasts sharply with remarks by a senior US official shortly before Kerry’s arrival in Vienna on July 12, which accused Iran of failing to move from “unworkable and inadequate positions that would not in fact assure us that their programme is exclusively peaceful.” 
Zarif’s comments to New York Times correspondent David E Sanger suggested movement toward an accord on the two key issues of the level of enrichment capacity and the duration of the agreement. more.. e-mail
