Clinton: Africa must abandon Gaddafi, support democracy in Libya
-She noted that while Gaddafi had been instrumental in creating and funding the AU, which was founded in 2002, African states had the duty to help support his ouster from power.
US Secretary of State Hillary Rodham Clinton on Monday called for African nations to abandon Libyan leader Moamer Gaddafi, saying he was a menace to his people, dpa reported.
“For as long as Mr Gaddafi remains in Libya, the people of Libya will be in danger. Gadaffi must leave power. I urge all African states to call for a genuine ceasefire and to call for Gaddafi to step aside”, Clinton said in a speech to the African Union (AU) in the Ethiopian capital Addis Ababa.
In the first speech by a US secretary of state to the body, Clinton asked the 53-member organization to support the transition to democracy in Libya.
She noted that while Gaddafi had been instrumental in creating and funding the AU, which was founded in 2002, African states had the duty to help support his ouster from power.
The AU, which has sought a negotiated solution to the conflict, has condemned NATO airstrikes against Gaddafi’s power bases in the country.
Clinton made her remarks towards the end of a five-day trip to Africa, which began on Friday. Prior to her current stay in Ethiopia, the top US diplomat visited Zambia and Tanzania.

NATO air strike hits medical factory in Libya

BEIJING: In Libya foreign media representatives were taken to a factory near Zawiya, hit by NATO airstrikes two days earlier.
According to Libyan government officials, the factory produces crucial medical supplies that could help save lives. Damaged military vehicles in a site next to the factory were seen through holes around the perimeter, leading to speculation that it WAS the target of the attack.
Meanwhile on Monday, government artillery fire rained down on rebel forces but failed to stop their advance into key grounds, west of their stronghold of Misrata, which they control as well the eastern third of Libya. The rebels also claim to have taken parts of the oil port of Zawiya, 30 kilometers west of the capital Tripoli.

NATO commander in Malta for talks
NATO’s Supreme Allied Commander in Europe, Admiral James Stavridis, is in Malta for talks with Prime Minister Lawrence Gonzi, in a visit which was not formally announced by the Maltese government.
Adm. Stavridis confirmed that he was in Malta through his Twitter account, stating that Malta “provides superb help to NATO w/emergency landings & airspace & response to refugees as Libya ops continue” in a post.
The US Navy 4-star admiral – who is also the Commander of the US European Command – was taken to the Armed Forces of Malta’s maritime base in Haywharf soon after his arrival.
The talks with Dr Gonzi are expected to focus on the situation in Libya…
Malta has…been indirectly involved in military operations after 12 NATO aircraft which found themselves in difficulty made emergency landings at its airport…

S. Korea, NATO to hold fourth annual policy consultations
SEOUL: South Korea and the North Atlantic Treaty Organization (NATO) will hold their fourth annual policy consultations in Brussels Tuesday to discuss cooperation in regional and global security issues, the foreign ministry here said.
Though it is not a NATO member, South Korea has worked closely with the Brussels-based military alliance…through policy consultations, personnel exchanges and training programs, the ministry’s spokesman, Cho Byung-jae, said. South Korea has also stationed troops to protect its civilian reconstruction workers in Afghanistan as part of the NATO-led International Security Assistance Force (ISAF).
“At this meeting, the two sides plan to discuss various international security issues and matters of mutual concern, including NATO’s new Strategic Concept; Korea-NATO cooperation and partnership-strengthening measures; regional issues in Northeast Asia, Afghanistan and Libya; cyber security, anti-piracy and anti-terrorism cooperation; as well as energy security,” Cho told reporters at a press briefing.
South Korea’s ambassador for international security, Lee Hyun-ju, and NATO’s assistant secretary general for political affairs and security policy, Dirk Brengelmann, will lead the talks, he said.

USS Carr to leave for Baltic Sea
Carr to leave Tuesday for three-month deployment
NORFOLK, Va. – The guided missile frigate USS Carr will leave Tuesday for a three-month deployment.
Carr will be deploying to the Baltic Sea to support theater security cooperation efforts, a news release from the Navy said.
During its deployment, the crew of nearly 200 will conduct operations and exercises with various northern European countries.

US, Poland sign aviation accord
WARSAW: NATO allies Poland and the United States signed a deal on Monday for the stationing of US Air Force personnel on Polish soil, a symbolically important move for Warsaw as it keeps a nervous eye on neighboring Russia.
The accord, endorsed by US President Barack Obama during his visit to Warsaw late last month, provides for the establishment of a small air detachment to train Polish pilots in use of F-16 warplanes and C-130 transport planes. “This memorandum of understanding means that by the end of 2012 we will have in Poland a detachment allowing for the permanent rotation of American military aircraft, both combat and transport aircraft,” Defense Minister Bogdan Klich said.
“From 2013 we plan the regular and periodic presence of aircraft and the training of pilots four times a year,” Klich told reporters after the signing ceremony with the US ambassador to Poland, Lee Feinstein.

US negotiates its military presence in Afghanistan after 2014
The United States and Afghanistan are secretly discussing the conclusion of a new agreement to retain the US military presence on Afghan territory after the year 2014, writes the British daily The Guardian in a report.
According to the periodical, the talks have been on for more than a month now.
Earlier Washington made repeated public pledges that it would pull its troops out of Afghanistan by 2014. India, China and Russia are opposed to foreign interference in the region and opt for observing the sovereignty of all nations.

Security tightened in Belgrade over NATO conference
Security has been tightened in Belgrade in view of a NATO conference on strategic military partnership that’s due to get under way in the Serbian capital today.
Hundreds of Serbs held a rally outside President Boris Tadic’s office yesterday night. The posters they held read “Never to NATO”.
They accused the Serbian leader of high treason and burnt down the NATO flag. The protesters see the arrival in Serbia of “criminals that bombed Serbia in 1999” and tore away Kosovo as inadmissible.
