The Jerusalem master Plan is the first comprehensive plan for the “whole” city (both the western and the eastern parts): for the first time, the comprehensive spatial vision of Jerusalem in the twenty-first century that the israeli authorities aim to realize is clearly expressed. in particular, the paper focuses on the theme of housing: it analyses in detail the contents of the master plan, showing the different treatment of the arab and Jewish populations, and it reflects on the chances the different aspects of the plan have of being implemented. it is argued that the master plan is an integral part of a forty-year israeli urban strategy concerning Jerusalem, aimed at encouraging Jewish residential settlement in the eastern part of the city (even if it presents some elements of discontinuity that are worth underlining).

It is rather banal to state that space is both political and strategic and that, as a consequence, the design and organization of space is a political and strategic activity.1 Notwithstanding that, planning is often considered an almost depoliticized activity or, at least, a progressive practice, ignoring “the position of planning as an arm of the modern nation-state … [and overlooking] the numerous instances in which planning functions as a form of deliberate social control and oppression exercised by elites over weaker groups.”2 But we only need to look at the urban contexts of tough social conflicts (for instance, at what Scott Bollens defines as “polarized” or “divided cities”3) for planning to disclose all its non- neutrality. more.. e-mail
New rules of military engagement between Hamas and Israel

Contrary to what Israel might have expected, Hamas’s reaction to the latest Israeli escalation in Gaza didn’t follow the normal pattern. Thus, Israeli calculations have been confused. Normally, Hamas will react to Israeli aggression, even if launched against other parties; sometimes, the movement’s military wing, the Izzudin Al-Qassam Brigades, will attack the Israeli army and special units patrolling the Gaza border.
Furthermore, some of the other groups in Gaza accuse Hamas of blocking their attempts to approach Israeli targets.
Since Operation Cast Lead against Gaza in 2008-9, Israel has carried out selective assassinations of activists from various Palestinian factions and what it calls “their infrastructure”. Hamas hasn’t always responded to such attacks. That was interpreted by Israeli intelligence in two ways: Israel had deterrence power over Hamas following Cast Lead; and Hamas fears that any escalation might lead to a wider confrontation which would result in the downfall of its government in Gaza.
This poses a number of questions; why, for example, has Hamas changed its reaction? With Israel embroiled in an election campaign, what choices does Hamas have to face the new reality? What demands are the Palestinian resistance groups making to restrict Israel’s room for manoeuvre?

In April of this year, Israel’s Defence Minister Ehud Barak staged a visit to Bogota, where his activities included marketing Israeli drones to the Colombian state.
According to a subsequent report in the Colombian newspaper El Espectador, one of Barak’s selling points was that the technical intelligence provided by drones helps reduce the failure rate seen in operations in which only human intelligence is relied upon.
Given the recent history of drone operations in various parts of the world, it would seem that there’s not exactly an inverse relationship between use of said aircraft and the incidence of failure, at least insofar as rampant slaughter of civilians qualifies as failure.
Conveniently, however, the state of Israel has tended to look less frowningly on certain types of civilian slaughter, converting the practice into evidence of the “purity of arms” – a military code of ethics upheld in projects ranging from the ethnic cleansing of Palestine to the extermination of nearly 20,000 persons in Lebanon in 1982 to the drone-assisted massacre at the United Nations compound in Qana in 1996.
