Editors Note: Al Jazeera English has once again removed an article by Columbia University professor Joseph Massad hours after publishing it. The article, The Dahlan Factor, appeared for several hours on the Qatar-based broadcaster s website this morning at this link, but was later removed without explanation (the full article is republished below). The recent resurrection of Mohammad Dahlan by several Arab governments, Israel and the US is a most important development for the future of the Palestinian cause, Palestinian Authority (PA)-Israel negotiations, and Hamas-ruled Gaza. Dahlan is viewed, by many Palestinians, as the most corrupt official in the history of the Palestinian national movement (and there are many contenders for that title).
Dahlan, it would be recalled, was the PA man in charge of Gaza after the Oslo Accords were signed, where he commanded 20,000 Palestinian security personnel who were answerable to the CIA and to Israeli intelligence. His forces would torture Hamas members in PA dungeons throughout the 1990s.
His corruption, at the time, was such that he allegedly diverted over 40 percent of taxes levied against the Palestinians to his personal account in what became known as the Karni Crossing Scandal in 1997.
Dahlan, who has been accused repeatedly by both Hamas and Fatah of being an agent of US, Israeli, Egyptian, and Jordanian intelligence, would attempt to stage a US-organised coup against the democratically elected Hamas government in 2007 in Gaza, an attempt that backfired on him and ended with his eviction from the Strip (I had forewarned about the coup several months before it occurred).more..e-mail

The Showdown Begins
When late Palestinian leader Yasser Arafat was confined by Israeli soldiers to his headquarters in the West Bank city of Ramallah, Mohammed Dahlan reigned supreme. As perhaps the most powerful and effective member of the Gang of Five , he managed the affairs of the ruling Fatah movement, coordinated with Israel regarding matters of security, and even wheeled and dealed in issues of regional and international affairs.
That was the period between March and April 2002 and it was a different time. Back then, Dahlan a former Palestinian Authority (PA) minister, a former National Security advisor and a former head of Gaza s PA Preventative Security Service (PSS)- was king of the hill. All of his rivals were conveniently or by chance out of the picture. Arafat was then imprisoned in his office in al-Muqata a, and Dahlan s toughest contender, Jibril Rajoub, leader of the West Bank PSS, was discredited in a most humiliating fashion. During the most violent Israeli crackdown of the Second Palestinian Intifada (2000-2005), Rajoub handed the PSS headquarters to the Israeli army with all of its Palestinian political prisoners and walked away. Since then, Rajoub s star faded into a dark chapter of Palestinian history. For Dahlan, however, it was yet a new start.
This is not exactly the kind of history the Fatah leadership, Dahlan included, would like to remember. Such history is simply too dangerous as it underscores the reality that engulfed, and to a large degree, continues to shape the ruling class of the Palestinian Authority in Ramallah whose reach has touched upon every aspect of Palestinian life.
The second uprising, starting in Sep. 2000, unlike the first Intifada of 1987, resulted in much harm. The latter revolution seemed to lack unity of purpose, was more militarized, and allowed Israel to rearrange the post-Intifada and post-Arafat political scene in such a way as to privilege its trusted allies within the Palestinian camp….more..e-mail

For days I ve been following, quietly and sadly, the ongoing debates concerning the confrontation” between Palestinian President Mahmoud Abbas and Mohammed Dahlan. These debates, however, do not encourage me to analyse or comment, to deny or to confirm. I found myself standing, objectively and on the margins, repeating deep within myself the words of Palestinian author Ghassan Kanafani: “this world is not mine!” This is not because I’m uninterested in Palestine, the Palestinian people or the question of Palestine. It is because I m experiencing humiliation and sorrow. For the situation in Palestine to reach this point and this type of argument means we face a real dilemma structurally, politically and ethically.
The issue here is unrelated to who is right or wrong, and does not involve a decision with whom I shall stand. But the debates, angry and incendiary, imposed on me the following response: is this issue truly our dilemma today? Is this the way to deal with such problems? And is this the way to define and arrange our national priorities, meet challenges and risks and to address national, regional and global political, economic, social and cultural questions?
What is this tremendous luxury that we possess to take to the streets and to occupy the satellites and televisions in order to follow the drama of the president said this and Dahlan said that ? What is this daring and ingenuity that we have to waste time and distort the collective consciousness of what is happening in the Palestinian and Arab reality? And I don t mean by us on the street (we’re not so naive ), but by the world s most important research institutes and decision-making centers of global and international intelligence agencies, which assess that the Abbas-Dahlan confrontation could re- arrange the region, the world and determine balances, alliances and geostrategic interests for decades?
Palestine. Yes, Palestine. Do you remember Palestine? With its symbolism and implications it stands at the heart of all these events and changes. For this, I think that the American Secretary of State Mr. Kerry is coming and going as if he has a house, a tent, a herd of sheep and wife in in our country.more..e-mail

Remember back in 2010 when Israel denied Noam Chomsky entry into the West Bank?
All the bureaucratic scurrying in the world and embarrassed tsk-tsking about “misunderstandings” with the Interior Ministry could not mitigate the transparently outrageous fact that Israel actively prevented a soft-spoken, aging academic from delivering a public lecture at Birzeit University.
The fact that Chomsky is both Jewish and an outspoken critic of Israel only compounded the awkwardness of the whole thing. Formerly a guarantee of welcome into the country, being Jewish was apparently no longer sufficient qualification for access to the interior of Israeli-controlled borders.
Or, at least, being Jewish could now be sufficiently offset by being critical of Israel, making clear that only certain kinds of Jews are guaranteed a red carpet reception in the Holy Land.
The prevention of Chomsky’s entry at the Allenby Bridge looked to all the world like the classic censorious decision-making that is the hallmark of authoritarian regimes. Even smooth-talking Israeli government spokesperson Mark Regev, who has comfortably finessed such atrocities as Israel’s bombing of schools and prevention of the Red Cross from providing aid to dying civilians in Gaza during Operation Cast Lead, had a hard time spinning this one, protesting weakly that the denial was a “mishap” and suggesting that Prof. Chomsky try again.more..e-mail
