    The UN Security Council on June 9 2010 adopted the imposition of a fourth round of sweeping sanctions against The Islamic Republic of Iran. UNSC Resolution 1929 includes an expanded arms embargo as well as “tougher financial controls”:

    “[Resolution 1929 (June 9, 2010)] Decides that all States shall prevent the direct or indirect supply, sale or transfer to Iran, from or through their territories or by their nationals or individuals subject to their jurisdiction, or using their flag vessels or aircraft, and whether or not originating in their territories, of any battle tanks, armoured combat vehicles, large calibre artillery systems, combat aircraft, attack helicopters, warships, missiles or missile systems …. , decides further that all States shall prevent the provision to Iran by their nationals or from or through their territories of technical training, financial resources or services, advice, other services or assistance related to the supply, sale, transfer, provision, manufacture, maintenance or use of such arms and related materiel, and, in this context, calls upon all States to exercise vigilance and restraint over the supply, sale, transfer, provision, manufacture and use of all other arms and related materiel;” (Security Council Imposes Additional Sanctions on Iran, Voting 12 in Favour to 2 Against, with 1 Abstention, Includes complete text of UNSC Resolution 1929, UN News, June 9, 2010, emphasis added, )

    Both the Russian Federation and the People’s Republic of China caved in to US pressures and voted in favor of UNSC Resolution 1929. In November, following a decree issued by president Dmitry Medvedev, Moscow announced the cancellation of its military cooperation agreement with Iran pertaining to the S300 air defense system.

    New York Times Oversells WikiLeaks/Iranian Missiles Story By Peter Hart

    WikiLeaks document dumps are largely what media want to make of them.  There’s one conventional response, which goes something like this: “There’s nothing new here, but WikiLeaks is dangerous!”  But there’s another option: “There’s nothing here, except for the part that confirms a storyline we’ve been pushing.”  In those cases, WikiLeaks is deemed very, very useful.

    That was the case with the last batch of WikiLeaks documents, when the New York Times wrote a long piece about what the documents alleged about Iran’s involvement in the Iraq War.  Journalist Ali Gharib wrote about that issue (and talked to CounterSpin about it too).  You get a similar feel from the Times‘ treatment of Iranian weapons in today’s edition (11/29/10).

    New WikiLeaks Documents Expose US Foreign Policy Conspiracies By David Walsh

    The batch of 250,000 US classified documents released by WikiLeaks to several news outlets, some of whose content was made public Sunday, sheds new light on the sordid nature of American imperialist intrigue and conspiracy around the globe.

    The WSWS will analyze the documents more thoroughly in a subsequent article, but ‘highlights’ published by the Guardian and the New York Times are revealing.

    The leaked material consists of classified cables from US embassies, some dispatched as recently as early 2010. The cables, most of which date from 2007-2010, contain US officials’ comments on foreign governments and leaders and speculation about the activities and maneuvers of the latter, as well as details about American foreign policy operations.

    The five news organizations that Wikikeaks provided the documents to under embargo did a good job synthesizing and reporting the 251,287 cables leaked by someone with access to that information. That said, document hounds (including historians, IR/polisci people, and concerned citizens) know that to really understand the contents and significance of the records you need to get your hands dirty–perusing them and reading them with your own eyes.

    Here is a guide to reading Department of State documents. Here is a good list of common acronyms found in the documents.

    Basically what I’m doing is starting at the highest level (cables to or from the SecState or with high clearances) and reading haphazardly, looking for other cables referenced and sometimes using tags.) As of now, only 243 cables are available on the wikileaks site. [update: 278 have now been released] If you find any good ones, leave them in the comments!! Without further ado:

    07STATE152317 North Korea shipped ballistic missile parts to Iran via China.

    09PARIS1254 ‘The French observed that some in Russia have concluded their interests are served by keeping the west ‘tied down in an Afghanistan quagmire’ and by sustaining the status quo in Iran.

    Over 250,000 classified document sent from American embassies to Washington have been leaked on the Internet, in spite of warnings from the Obama administration.

    The watchdog website WikiLeaks published the files and sent them to specific international newspapers; including the New York Times, Der Spiegel, Le Monde and The Guardian.

    The US government insists the leaks could put lives at risk and threatens US national security. In the wake of the release, US President Barack Obama has ordered a review of the government’s classified data procedures and the Justice Department is pursuing a criminal investigation into WikiLeaks and possibly its founder, Julian Assange. US Congressman Peter King (R-NY) has even called on the US State Department to designate WikiLeaks a terrorist organization.

    An RT crew was locked up in a US jail for 32 hours after they covered a rally near the so-called ‘school of assassins’ in the state of Georgia.

    Correspondent Kaelyn Forde called the handling ‘brutal’ and international organizations condemned use of police violence against members of the press. But despite all the outrage, the mainstream media has remained silent over the incident.

    It started off as a peaceful rally outside a US training camp for Latin American military and police officers. What followed this nonviolent protest caught everyone by surprise: dozens were arrested. Police targeted journalists along with the activists.

    georgia-wiki.jpgUS diplomats in Georgia knew Tbilisi concentrated military force prior to the war over South Ossetia in 2008, the classified documents exposed by WikiLeaks show.

    Part of the new portion of materials published by Wikileaks were dedicated to the 2008 conflict over South Ossetia. The cables sent by the US embassy in Georgia to Washington show signs of intensifying military confrontation between Georgians and South Ossetians in the conflict zone in the run-up to the full-scale war.

    The US ambassador to Tbilisi John Tefft reportedly urged the Georgian Foreign Minister and the Deputy Minister of Defense ‘to remain calm, not overreact, and to de-escalate the situation,’ the document reads. According to the embassy’s cable to Washington, Georgians explained their moves since august 6, 2008, by South Ossetia’s ‘shelling’ of Georgian villages in the conflict zone.

    Meanwhile, foreign military observers in the region issued ‘numerous reports that the Georgians are moving military equipment and forces toward the north.’ According to the cable of the US embassy in Georgia, ‘OSCE observers indicated that Georgian forces along with GRAD artillery are on the move, either as part of a show of force or readiness, or both.’

    The US diplomats had an impression that ‘Georgians are deploying troops to positions in Georgian territory to the south of the Zone of Conflict.’ They were in ‘a heightened state of readiness in order to show their resolve,’ the cable alleges.

    The events developed intensively, and on August 8 the embassy had to send to Washington Georgian President Mikhail Saakashvili’s statement to the diplomatic corps that Georgia ‘controlled most of South Ossetia.’

    Russia had to defend its peacekeepers and civilian South Ossetians. After a brief armed conflict, Moscow recognized South Ossetia and Abkhazia as independent states.

    South Ossetia claims over 1,500 people perished during the conflict, RIA Novosti said. However, according to the news agency, Russian investigators confirmed the deaths of 162 South Ossetians and 48 Russian servicemen, including ten peacekeepers.

    During Georgia’s attack, a total of 655 houses were destroyed and over 2,000 others partially collapsed in Tskhinval, South Ossetia’s capital.

    Parts of the documents obtained by WikiLeaks have been sent to international media outlets and are expected to be published soon. Russian Reporter magazine said among the documents he had been offered, many concern the war over South Ossetia.

    Despite Ambassador Tefft’s awareness of Georgia’s moves prior to the war, after it started he wrote to the US State Department that ‘a coordinated position should be prepared to respond to those who are not sure of ‘Georgia’s absolute innocence,’’ the magazine said.

    Reading cables from the US ambassadors in Georgia, NATO, the European Union and Moscow gives the impression that everybody in the world knew that ‘Saakashvili started a war,’ Russian Reporter said. However, their official rhetoric contradicted ‘this understanding,’ the magazine noted.

    After some documents regarding the U.S-Palestinian relations and alleged plans prepared by Washington to foil Palestinian reconciliation attempts, the White House told the Palestinian government of President Mahmoud Abbas in Ramallah, that the P.A should not overreact.

    The White House stated during a phone conversation with the office of President Mahmoud Abbas that the P.A should not overreact to the documents that are scheduled to be fully released in the coming days.

    Speaking on condition of anonymity, a Palestinian official told the Maan News Agency that Washington’s message indicates that the White House is not making a big deal of the issue; therefore the Palestinian leadership should also not make a big deal of it.

    The White House’s message revealed that some of the leaked documents will include ‘assumptions regarding the U.S. support to Israel over the Palestinians and the peace process’.

    The documents also include ‘Washington’s stance against reconciliation talks between Fateh and Hamas.

    Over the last few days, the White House briefed several U.S allies such as Britain, Canada, Australia, Turkey and Israel in order to inform them on the issue before the documents are published.

    The Palestinian official said that ‘it is not a secret that Washington is acting against Palestinian reconciliation, and that it loves Israel and is trying to boost the power of Fateh leader, Mohammad Dahlan.

    In an interview with the Maan News Agency, U.S State Department spokeswoman, Nicole Thompson, that the issue is not a ‘far-fetched possibility’, but refused to confirm or deny the reports.

    Yet, Israel itself seems to be relaxed as the United States did not warn Israeli officials about any specific sensitive materials that could harms its international relations and its security.

    Israeli Prime Minister, Benjamin Netanyahu, told reporters Sunday that Israel and the U.S. have constant and close contacts and that Washington did not give any specific details and did not seem to be concerned about the documents.

    But WikiLeaks head, Julian Assange, stated Sunday that the United States practically contacted almost every country in the World ‘to brief them about what some of these embarrassing revelations will do’.
