This destroys nature, and I would also say that this is the way that wicked people behave.” According to a 2009 B’Tselem report, a joint 2007 study by Israel’s Nature and Parks Authority Environment Unit, Water and Streams Department in the Ministry of Environmental Protection and the environmental-protection staff officer in the Civil Administration, only 81 of 121 settlements in the West Bank were connected to wastewater treatment facilities.”The result is that 12 mcm of wastewater from settlements is treated, while 5. 5 mcm flows as raw wastewater into West Bank streams and valleys,” the report said.

Following protests by military lawyers, the deputy attorney general has ruled that the practice should be stopped and ordered an inquiry into whether the Civil Administration in the West Bank should be compensated retroactively, the daily reported. Haaretz quoted the Israeli Justice Ministry as responding that the income in question “was registered as part of state income, and the Finance Ministry budgeted all the activities of the Civil Administration and the military in the area out of the state budget.

The Palestinian Prisoners’ Society said that detainees in 10 central Israeli jails and three detention centers continue to take part in the strike action, notably including prisoners from all political factions. Prisoners announced in March that they would refuse family visits from 1 April until 30 April, in protest over the use of visits by prison officials to manipulate detainees. The first day of the strike was marked with a 24-hour hunger strike, which officials said would be repeated on Wednesday. Darwish Abed Ar-Ra’uf Al-Bustami, 40, a Fatah leader from the Ad-Daheiyah area in southern Nablus, was taken to an undisclosed location. Al-Bustami’s brother Mu’tasem, 27, told Ma’an that soldiers entered the family home early Wednesday. They arrested Darwish and destroyed contents of the home for three hours before leaving, he said. The Fatah official is a father of six. He has served five years in several Israeli prisons. An Israeli military spokesman told Ma’an that Al-Bustami was wanted on suspicion of involvement in terrorism. The arrest was carried out normally and no unusual incidents were reported, the spokesman added. Police also said that during the investigation they uncovered a large, very well-organized industry of organ trafficking, the newspaper reported. Misfired projectile injures 5 in north Gaza
4/7/2010 – Gaza – Ma’an – Five Palestinians were injured when a misfired projectile landed in the northern Gaza town of Beit Hanoun, witnesses said Tuesday. The misfiring proceeded after Israeli officials announced six projectiles landing in open areas of the western Negev, with no injuries reported. Eyewitnesses said projectiles were being launched from areas in the north of the Strip, when a sudden explosion was heard in the Beit Hanoun area. Neighbors said it hit a residential area and injured five. Medical sources at the Beit Hanoun Hospital said the injured were from the Al-Amoudi and Abu Uda families. They were all hospitalized at 10:00pm after sustaining wounds from shrapnel and a small fire that broke out in one of the homes. Medics said four of the victims suffered light to moderate injuries, while a fifth was seriously injured, sustaining fractures to his feet.

Ghasan Daghlas, a PA official charged with monitoring settlements in the northern West Bank, said residents of the illegal outpost of Rachel, near Yetma, gathered near a road adjacent to the village and began throwing stones at passing vehicles. The official said several cars sustained damage, but no injuries were reported. An Israeli military spokesman had no immediate comment on that incident, but said the army was aware of three others in which Palestinians threw rocks at Israeli citizens and infrastructure. One Israeli civilian was lightly injured southeast of Bethlehem when Palestinians threw rocks at a car, the army spokesman said, while an Israeli car and bus were damaged in two separate incidents nearby.
Arab archeologists call on UN to protect Al-Aqsa

The call came at the conclusion of the two-day meeting of the archaeologists committee of the Islamic Educational, Scientific, and Cultural Organization (ISESCO), responsible for preparing legal reports on Israeli policy affecting the mosque and the city. The committee condemned Israel’s decision to list the Ibrahimi Mosque (the Tomb of the Patriarchs) and Bilal Bin Rabah Mosque (Rachel’s Tomb) as Jewish heritage sites, in the West Bank cities of Hebron and Bethlehem respectively, KUNA reported. Members said Israeli actions in Jerusalem, especially the digging under and around Al-Aqsa Mosque, “were illegal, violated international laws, and threatened the mosque’s structure,” the report quoted officials as saying.
Gaza prisoner released after 20 years in Israeli custody
4/7/2010 – Gaza – Ma’an – A Hamas affiliate was released from Israeli custody on Tuesday after completing his 20-year sentence, prisoner committee officials announced. Muhammad Nihad Salameh Al-Hashash, 47, from the Al-Bureij refugee camp in the Gaza Strip, was received by members of the National Committee for the Support for Detainees upon his release at the northern Erez crossing. The Hamas member was detained on 22 September 1990 and was sentenced to a 20-year term for killing an Israeli soldier in the Al-Bureij refugee camp. His mother suffered a heart attack during her first visit to Al-Hashash in jail on 11 May 2000 and has remained in poor health since, the committee said. According to committee records, there are 313 Palestinian prisoners currently in Israeli prison who have served over 20 years, including 115 prisoners serving between 20-25, 14 between 25-30 years and three who have spent over 30 years in Israeli custody.

4/7/2010 – Nablus – Ma’an – One Palestinian was injured and three others were detained when Israeli Special Forces opened fire Wednesday in the Beita village south of Nablus, onlookers said. According to witnesses, Israeli forces were driving cars with Palestinian license plates and stopped a car parked near the Tappuah junction. Haytham Odeh, 32, sustained two gunshot wounds to the knee, and Daoud Bani Shamiseh, 33, was detained, before he was reportedly struck on the head. Ayman Dweikat was also detained, witnesses added. Muhammad Riyadh Omar Bani Shamsieh was detained near the Qoza Mosque’s well, onlookers said. The Palestine Red Crescent Society said a medical crew was able to enter and treat Odeh. 4/7/2010 – Gaza – Ma’an – The Kerem Shalom and the Karni crossings will be open for the limited shipment of aid and commercial goods into Gaza on Wednesday, Israeli officials told Palestinian liaison officers. Palestinian border official Raed Fattouh said 105 to 115 truckloads of humanitarian aid and commercial goods would be allowed into Gaza, along with limited quantities of domestic gas and industrial diesel via the southern crossing at Kerem Shalom. In the north, near Gaza City, the Karni crossing was expected to permit an estimated 158 truckloads of wheat and animal feed, Fattouh said. The total amount of 263-273 truckloads of goods falls well short of the467 allowed into Gaza per day before the siege, when crossings operated six days a week, according to historical numbers tracked by the UN Office for the Coordination of Humanitarian Affairs.
Human Rights Watch: Don’t resume Gaza executions
4/7/2010 – Bethlehem – Ma’an – Authorities in the Gaza Strip should rescind a recent announcement that they intend to resume application of the death penalty in the coastal enclave, which has not been carried out there since 2005, Human Rights Watch said Tuesday. The death penalty, which in Gaza would be carried out by firing squad or hanging, is inherently cruel and inhuman, and the death sentences handed down by Hamas-aligned military courts violate fair trial standards, Human Rights Watch said. Most of those facing the death penalty in Gaza are affiliated with the rival Fatah movement or are people whom Hamas military courts have convicted of collaborating with Israel. On 24 March 2010, the Gaza interior minister, Fathi Hammad, stated that the there authorities would implement the death penalty in “the near future” against “agents [of Israel] who have been sentenced to death, regardless of the position of rights groups that reject these kinds of sentences.
PA forces briefly detain Israeli journalist in Ramallah
4/7/2010 – Bethlehem – Ma’an – An Israeli journalist with Israel’s Channel 10 was briefly detained by Palestinian Authority police on Wednesday, after he took photos of the prime minister’s office without permission, police said. PA security services spokesman Adnan Dmeiri said Shlomo Eldar was released after a brief period of questioning. Dmeiri denied accusations by the Israeli station that the detention was part of a campaign against the channel. Channel 10 Arab affairs personality Zvi Yehezkeli accused the PA of plotting against the station, which aired a videotape allegedly showing former chief of staff Rafiq Al-Husseini propositioning a job applicant for sex. President Abbas fired the official, although an internal inquiry found him innocent of criminal wrongdoing. Late last month, PA and Israeli forces cracked down on journalists who were covering a protest in Bethlehem.

Man found critical after severe beating in Jenin

PA forces received information that a car with Palestinian license plates was found in the Selat Al-Hartheiyah area with a knife and bloodstains inside, a report said. Forces combed the area, finding the unidentified 24-year-old victim an hour into the search, police said. The victim was transferred to hospital to undergo treatment, and the case has been passed along to the criminal intelligence department. PA security forces arrest 70 fugitives in Hebron
4/7/2010 – Hebron – Ma’an – Palestinian Authority security forces arrested 70 men on Tuesday, police said all suspected of criminal activity in the West Bank district of Hebron. A police statement said PA forces deployed in Hebron arrested eight during a security campaign in the north of the district. One man was sentenced to a seventh-month term, while others were charged for criminal activity ranging from theft and drugs possession, police said, adding that 15 illegal vehicles were impounded during the campaign, and their owners detained. Additionally, 30 suspects were arrested on various charges, while two others were charged with robbery, police wrote. One man was detained, suspected of stealing iron pipes from a local store, while another was arrested for allegedly stealing a car from a Jerusalemite. Police said the suspect confessed to car theft during questioning.

4/7/2010 – Ramallah – Ma’an – A third mobile provider will be licensed to operate in Palestinian areas by 2013, Palestinian Minister of Telecommunications and Information Technology Mashhur Abu Daka announced Wednesday. The minister said the initiative was out of the “interest of the ministry to free Palestinian frequencies and mobile users from the control of the Israeli occupation,” and came only days after the ministry announced a ban on the sale of Israeli phone cards and SIM chips in the West Bank under a government ban on settlement goods. Within the next year, the Palestinian Authority will submit a tender for a third mobile phone operator, Abu Daka said, noting the license was expected within a year from the date of application. 4/7/2010 – International Solidarity Movement – Update: The Palestinians who were arrested last have been released without charge. No settlers have been questioned or detained in connection with the property destruction they undertook, despite photographic evidence proving their culpability. Sheikh Jarrah, Occupied East Jerusalem, Israel, 12AM – Right-wing settlers began to dismantle a fence the Al-Kurd family erected around their garden shortly after midnight Wednesday morning. Palestinians and internationals in the Al-Kurds protest tent, where the family has have lived in for four months, placed themselves between the fence and the settlers. Police arrived soon after and arrested two young Palestinian men of Sheikh Jarrah. No settlers were taken into custody. Despite pleas by the Palestinians and internationals who witnessed the event, officers refused to look at the destroyed section of the fence.

4/7/2010 – International Solidarity Movement – On Friday, the village of An Nabi Saleh combined Land Day celebrations with their weekly demonstration against the illegal expansion of the Hallamish settlement onto village land. Speeches were held before the demonstration, and activists marched and resisted Israeli forces until sunset. Three demonstrators were injured and hospitalized, and another was arrested. Land Day celebrations delayed the start of the demonstration for nearly two hours, as speeches of liberation, anti-occupation and perseverance were given by Popular Committee members, PLO and Fatah representatives in the town square. Hopes were high that the military would be fooled and not make their weekly, violent appearance in the town. After the celebrations ended, a crowed of over 100 people marched through the town and towards the illegally confiscated land and spring.

Citizens Classed as Jewish or Arab Nationals
A group of Jews and Arabs are fighting in the Israeli courts to be recognised as “Israelis”, a nationality currently denied them, in a case that officials fear may threaten the country’s self-declared status as a Jewish state.
Israel refused to recognise an Israeli nationality at the country’s establishment in 1948, making an unusual distinction between “citizenship” and “nationality”. Although all Israelis qualify as “citizens of Israel”, the state is defined as belonging to the “Jewish nation”, meaning not only the 5.6 million Israeli Jews but also more than seven million Jews in the diaspora.
Critics say the special status of Jewish nationality has been a way to undermine the citizenship rights of non-Jews in Israel, especially the fifth of the population who are Arab. Some 30 laws in Israel specifically privilege Jews, including in the areas of immigration rights, naturalisation, access to land and employment.
Arab leaders have also long complained that indications of “Arab” nationality on ID cards make it easy for police and government officials to target Arab citizens for harsher treatment.
The interior ministry has adopted more than 130 possible nationalities for Israeli citizens, most of them defined in religious or ethnic terms, with “Jewish” and “Arab” being the main categories.
The group’s legal case is being heard by the supreme court after a district judge rejected their petition two years ago, backing the state’s position that there is no Israeli nation.more..e-mail

Somewhere in Europe, Sonya Mousa is breathing a sigh of relief.
Or so I’m guessing. I’ve never met or spoken with Sonya Mousa. But, last week when I was wrapping up my coverage of the Anat Kam case – the Israeli journalist under secret house arrest since December over allegedly leaked military documents – and thinking about using a pseudonym, this was the first name that came to mind.
Issues around the state-imposed censorship rules, and the fact that other journalists involved in the case were now living abroad in secret exile made me at concerned about my safety.
I’d been monitoring Kam’s situation for quite some time. I watched blogs and tweets about it go up, only to be pulled down, for the past month. When the Jewish Telegraph Agency (JTA) followed in blogger Richard Silverstein’s footsteps and broke the story in English, I contacted my editor; “It’s a risk,” I told her, “but let’s do it.”
There was a week before the article would run, so I had time to think about whether or not my name would be on it.
I asked the editor if we could go without an author, just in case; she said no. There is the option of a pseudonym, she added. I’ve written under several in the past, mostly to provide cover for interviewees who feared prosecution or social stigma.
I consulted with several lawyers. One told me that as a citizen of Israel I’d be breaking the gag-order and risk punishment. But, he added, as someone writing in English for a foreign publication it was unlikely that I would actually become a target.more..e-mail

More than a year after Israel’s Operation Cast Lead against Gaza, and with the crippling siege well into its fourth year, the rule of the Islamic Resistance Movement/Hamas over the narrow strip of territory looks set to endure. Fortuitous circumstances and the mistakes of others, rather than the coherence of its own policies, played a major role in the early consolidation of the “de facto” government headed by Hamas prime minister Ismail Hanieh; but a stable system is emerging nonetheless: one that often proceeds through trial and error, but which also shows considerable adaptability and a marked learning curve. Much of the government’s success in building a functioning public administration is due to its close, in some respects seamless relationship with Hamas, but that relationship also brings unexpected dilemmas and challenges in its wake. Above all, Hamas fears repeating the mistakes of its rival, the long-dominant Fatah, with respect to its symbiotic relationship with the Palestinian Authority: Fatah, it believes, was drawn by the mundane needs of governing daily life and the desire to preserve power into compromising on national goals‚Äîand Hamas sees Fatah and the PA as so closely bound together that the fate of the one determines the fortunes of the other.
The relationship between Hamas and the Hanieh government is a complex one. The assertion of exclusive control over Gaza in June 2007 left Hamas with a clear opportunity to press ahead with its Islamic agenda and to wage unremitting “armed resistance” against Israel‚Äîand with no good reason not to do either, as the collapse of the short-lived national unity government with Fatah removed any ostensible constraint. Since then, Hamas has found itself in a subtly ambiguous relationship with respect to its own government: It is not a real pposition‚Äîat least in the way opposition is commonly understood‚Äîyet it impedes the ormalizing tendencies that accompany being in power.
