    The most intriguing question with regard to Liz Truss’ resignation as the prime minister of Britain after a mere 44 days in office is this: what is it about her economic programme that the “market” (read “finance capital”) found unpalatable? At its core after all was tax-cuts for the rich, which the “market” should have lapped up. True, the tax-cuts were to be financed through a fiscal deficit which the “market” generally does not like; but since the fiscal deficit was meant to finance transfers to the rich, and not any direct stimulation of aggregate demand by the State, there should have been little objection from the “market”. Some have suggested that since the tax-cuts were “unfunded”, that is, financed by a fiscal deficit entailing a sale of government bonds, the proposal introduced uncertainty about the future course of the bond rate which made “investors” dump government securities, sharply raising the bond rate and creating panic in the “market”. But that is precisely the question which needs to be answered: even before any actual sale of government securities for financing a fiscal deficit had occurred, why did the “market” panic? And if it expected higher rates then that should have led to a strengthening of the pound-sterling with financial inflows occurring into Britain, rather than a collapse of the pound-sterling as we actually saw.

    The latest polls put Workers Party leader Lula de Silva ahead in the two-horse race with incumbent right-wing President Jair Bolsonaro in today’s final round of the presidential election in Brazil.  If Lula wins, it will be a dramatic comeback for the former president after having been jailed for alleged corruption under the previous right-wing Temer regime; and then finally released and allowed to run again.  A Lula victory will mean that the Workers Party has regained the presidency after losing it when last WP leader Dilma Rousseff was impeached by a right-wing Congress in a ‘soft coup’ in 2016.

    The highlight of the recent 20th National Congress of the Communist Party (CPC) of China has been the re-election of Xi Jinping as the General Secretary for another five-year term. The tradition set by Deng Xiaoping in the post-Mao Zedong era has been set aside. This was not unexpected, and has been largely interpreted as a consolidation of political power by the incumbent leader. That is partly so but not entirely. Its consequences are wide-ranging.

    It has been several weeks since I last posted in this space – while I could apologize for the hiatus, I actually believe that one should only write when they have something to say – I do not believe in content simply for the sake of content (call that the Disney model). Events on the ground in Ukraine have been subdued for the past few weeks. This, so far at least, is in keeping with the predictions I made in previous posts that the front would stabilize towards the end of October as Ukraine’s offensive capability degraded and Russian reserves began to enter the theater. We’ll talk on that more in a bit – the real impetus for writing now is to take stock of some of the agitation (both nuclear and conventional) that has occurred in recent weeks and discuss the risks of escalation, with some other minutia and tangential content thrown in.
