Al-Shabaka is an independent non-profit organization whose mission is to educate and foster public debate on Palestinian human rights and self-determination within the framework of international law.
The latest round of US-driven negotiations has yet to engender a significant, organized response from Palestinians in the Diaspora.
Whereas some Palestinian civil society actors and organizations within the Occupied Palestinian Territory have made their views known through various forms of popular activism, Palestinians in the Diaspora seem surprisingly disengaged.
This lack of organized public engagement is particularly troubling when one considers the risks that these talks present for the Palestinian people generally, and for those in the Diaspora in particular.
Details have emerged in recent weeks as to the shape that U.S. Secretary of State John Kerry s “framework agreement” is likely to take, both in reports by Palestinian officials and in columns by US analysts: Not only would there be a truncated Palestinian state with significant Israeli controls remaining in some fashion, but the Palestinian right of return would be eliminated entirely.
Given the gravity of the decisions that could be made on behalf of Palestinians — including an “end of claims” arising out of the conflict — one would expect a more forceful response in responding to these proposals. It is possible that many believe that the limited political legitimacy of the Palestine Liberation Organization/Palestinian Authority directly diminishes its capacity to make politically effective decisions on behalf of all Palestinians. more..e-mail

Who has the right to define the character of the Israel State?

Benjamin Netanyahu is trying to escape international demands, including those of U.S. Secretary of State John Kerry, to open true negotiations with the Palestinians with a new precondition: recognizing Israel as the State of the Jewish people.
After Yasser Arafat formally recognized the State of Israel in 1993, his successor is now asked to recognize it as a Jewish State. Who knows? Perhaps the next Israeli demand from the Palestinians will be to join the Zionist movement, or to celebrate each year the birthday of Theodore Herzl.
It is obvious to everyone that this new demand by the Israeli government is no more than a pretext to postpone sine die any chance of negotiations on the decolonization of the West Bank. However, behind Netanyahu s demand there is a severe misconception of democracy.
Israel only pretends to be a democratic state. In a true democracy the definition of the character of a state is the privilege of its citizens, and its citizens only. Israel defines itself as a Jewish State, but some Israeli citizens (including almost all of Israel’s Palestinian citizens) are now challenging this definition, and struggling to transform the state into a democracy for all its citizens. Neither Mahmoud Abbas nor Barak Obama – or any other international actor – will define the character of the State of Israel but the people of Israel.
If the majority of the citizens want to define it as a Jewish theocracy, or as a vegetarian State which will forbid eating meat, one may oppose it and even revolt against such moves, but it will be a citizen s struggle, without foreign interference.

Egypt’s shallow state and Hamas

Egypt’s banning of Hamas is unique throughout the history of Arab relationships, and it’s likely to backfire.
Egypt’s current “deep state” seems to be “deep” only in security and bureaucracy, while its performance in politics and strategy continues to be “shallow”. The latest episode showcasing such shallowness – including the military’s “discovery” of a cure for AIDS and kidney diseases – is the regime’s ban on Hamas, declaring the movement’s activities and presence in Egypt illegal.
If Egypt’s generals have resurrected the tactics of Hosni Mubarak’s regime, including the recent appointment a former protege as prime minister, these generals seem to lack so
me of the sophistication of Mubarak’s politics. Over the years, the tense relationship and mutual hatred between Mubarak and Hamas was more than obvious. But even then, Egypt showed more calculated domestic and regional politics and kept Hamas on board.

Political miscalculations
Even at its lowest point, when Hamas was accused of killing Egyptian soldiers across the Gaza/Egypt borders, Mubarak’s regime believed that sustaining links with the group was vital for Egypt’s regional role and politics, as well as for security considerations along Gaza borders and in the Sinai desert.
It is a basic tenet in politics that severing links with political actors is an extreme step that many countries should avoid. When these actors function in neighbouring countries, ignoring this tenet becomes an act of stupidity and comes at a high cost.
By comparison, Iran has maintained its links with Hamas despite the latter’s outrageous position, from Tehran’s perspective, regarding the Syrian revolution against Bashar al-Assad, Iran’s vital ally in the region.more..e-mail

AIPAC and CPAC in town

Conservatives and Zionists might have lost some recent battles, but they still have the means to bring trouble to their opponents.
This past week, Washington hosted two of my least favourite annual events.
It began with the American Israel Public Affairs Committee (AIPAC) bringing their faithful to town to lobby for whatever the government of Israel might want at this particular moment. At week s end, the Conservative Political Action Conference (CPAC) was in Washington rallying their crowd to bash the president and defend their true conservative principles.
During the past year, several commentators have, on occasion, pronounced both groups weakened and wounded, possibly fatally so. Conservatives were seen to be cannibalising themselves, while AIPAC was reeling from having picked and lost two separate fights with President Barack Obama: Syria and Iran sanctions. Based on the size and enthusiasm of their respective crowds and from the red meat thrown out by major speakers, neither group appeared to be in their death throes, but looks can be deceiving.
AIPAC is far from defeated. They still define the playing field and roles of engagement for most Middle East issues. Their operatives are well placed in Washington and their influence is real. Three years ago, they and Israeli Prime Minister Binyamin Netanyahu took on the US administration over whether or not the 1967 borders should be the basis for a lasting peace between Israelis and Palestinians, and they won. AIPAC s allies in Congress turned out en masse to give the Israeli prime minister multiple standing ovations as he scolded the president and rejected his terms for peace.
