Yeltsin’s election victory in 1996, greatly assisted by U.S. consultants, advice, and money, was, for the editors of The Times, “A Victory for Russian Democracy.”12 They were not bothered by either the electoral corruption, the creation of a grand-larceny-based economic oligarchy, or, shortly thereafter, the new rules centralizing power in the office of president.13
