There has been widespread consternation about how to understand Donald Trump’s emergence as a serious candidate for US president since 2016. Far from an isolated phenomenon, Trump rose to power alongside other strongmen such as Viktor Orbán (prime minister of Hungary since 2010), Recep Tayyip Erdoğan (president of Turkey since 2014), and Narendra Modi (prime minister of India since 2014). People like this, who came to power and cemented their rule through liberal institutions, seem to be impossible to permanently remove through the ballot box. It has become clear that a rightward shift is taking place in liberal democratic states, whose constitutions emphasise multi-party elections while allowing the space for one-party rule to be gradually established.

Hugo Chávez changed the way socialists viewed elections around the world. The left had long been skeptical about them. The main arguments were that elections are not a terrain on which the socialist left can compete or make bids for power, both because of the grip of capitalist ideology over the masses, and because of the bourgeois establishment’s control of real power before, during, and after the elections take place.

On June 25, 2024, the U.S. Africa Command (AFRICOM) convened the African Chiefs of Defense (ACHOD) Conference in Botswana. The conference, purportedly to “strategize on counter terrorism, collaborate on crisis response and the importance of civilian and military relations,” has been held annually since 2017. This latest ACHOD was the first to convene in Africa. The earlier conferences were convened primarily in Europe.
