Hoy, el National Security Archive publica en su sitio de web una copia del informe “Del Silencio a la Memoria: Revelaciones del Archivo Histórico de la Policía Nacional”.  Además del informe, el Archivo publica una copia del discurso de Kate Doyle (directora del Proyecto de Documentación de Guatemala) que ella dio durante la ceremonia del anuncio de la publicación del informe. La ceremonia se celebró en la Universidad de San Carlos en Guatemala City, Guatemala en el 7 junio 2011.

Today, the National Security Archive publishes a copy of the report “Of Silence to the Memory: Revelations of the Historical File of the National Police”. Besides the report, the File publishes a copy of the speech of Kate Doyle (director of the Project of Documentation of Guatemala) who gave it at the ceremony of the announcement of the publication of the report. The ceremony was celebrated in in the University of San Carlos in Guatemala City, Guatemala in 7 June 2011.

In Germany the reaction on the plan of David Cameron’s Cabinet to withdraw the British troops from Germany by 2020 (not by 2035) in order to save money for the state budget was quite controversial… Here are some of the comments from readers on the web site of Neue Westfälische Zeitung newspaper: ”Finally the occupants get out from here”. “Super! Good news! Finally the occupants are going home. We had enough. The empty houses and barracks can be successfully used for other purposes”… A. Merkel is confident that at the Lisbon summit “a very good document heading to the future” will be signed, and Spiegel has already announced that NATO’s new concept does not envisage the removal of the US nuclear troops from Germany (not a single word was said about the removal of military bases).… When the Russian troops left Germany the soldiers sang a song with the words “Good bye, Germany, our native country waits for us”. As for the British soldiers who are to leave Germany in 10 years it is not their home country but a distant land which is waiting for then – Afghanistan…

Al-Qaeda – Who Else?

On March 23, BBC online reported another bloody day in Iraq:

“It was the second bomb attack in Iraq on Monday, with an earlier explosion near the capital. Baghdad, killing at least eight people.

“The BBC’s Hugh Sykes, in Baghdad, says al-Qaeda have launched several attacks in Diyala since losing support in other parts of Iraq.”

The foe, naturally, was the global bad guy, “al-Qaeda”. Thirty years ago the BBC would have declared them “Communists” or “Marxists”. We wrote to the BBC’s “man in Baghdad” the same day:

COHA: A Step Towards Autonomy and Reintegration: The Rio Group and Cuba – Council on Hemispheric Affairs

  • Cuba was admitted into the Rio Group last November, an ad hoc Western Hemispheric organization that doesn’t include the United States
  • The island nation’s entry will expand Cuba’s role in the region and represents another bypassing of the spirit and letter of the U.S. embargo against Cuba
  • The Castro regime may be less likely to revoke newly announced reforms in the future, since the island increasingly is projecting itself internationally

It comes as no surprise that after decades of playing the role of hemispheric hegemon, the United States at the same time has created a critical mass that has inadvertently resulted in a backlash throughout Latin America. Founded in 1986, the Rio Group was created in response to the prevailing U.S. dominance in the region that helped spawn during this period a number of organizations with an autonomy-minded agenda. After its inception, the Rio Group came to consist of 23 Latin American and Caribbean states, and had two primary concerns. The first, exemplified by U.S. exclusion from the organization, was to ensure that Latin Americans nations had control over their own international affairs. Hemispheric groups, most notably the Organization of American States (OAS), were heavily dominated by the United States’ interests throughout the 20th century.
